Every advertisement for a rental property must state the rent, additional costs and the EPC certificate. The municipality can impose a fine (GAS boete) if the landlord fails to do so.
Going to see a new rental property? Then check that it is in good condition: it must meet the minimal quality norms. The landlord is obliged to respect these quality norms (= the “duty to deliver”).
Minimal quality norms are quality norms such as smoke detectors, no moisture problems, minimum insulation, etc.
Pay attention to these when you visit a rental property:
Is there double glazing?
Is the roof insulated?
Is the electricity okay?
Do you have access to the cupboard for electricity, gas tap and water tap?
Do you see large cracks in the walls?
Are there smoke detectors?
Do you see mold? Does the home smell fresh? Do the walls feel dry or damp?
Can you ventilate all the rooms?
Does the staircase have a sturdy handrail?
Check the meters for gas, electricity and water
Are there separate meters?
Are there no separate meters, but intermediate meters?
Are there no intermediate meters? If so, agree with the landlord how you and the other residents divide the energy costs.
CAUTION! Are you entitled to sociaal tarief? This falls away if there is a:
Common meter for gas and/or electricity. In this case you will receive a compensation for a collective installation.
Common water meter. In this case you will receive a compensation.
Check whether the landlord's documents are in order
Is there a good EPC certificate (with a score A, B or C)? An EPC is an Energy Performance Certificate. This document describes how energy efficient the rental property is.
Has the boiler been checked recently? And is there a maintenance certificate?
Do you still see problems in the property?
Do not sign the rental contract yet. Ask the landlord to do the necessary work in the house first. Have the landlord put on paper what work will be done by when. Do works still need to be done when you are already renting the property? Agree with the landlord on a discount on the rent.
