The landlord determines the rent. He or she can take into account a reference rent, which is calculated by the Huurschatter of the the Flemish Government. But this is not mandatory.
If you want to rent the property, the landlord must tell you the rent. Did you sign the rental contract? Then the rent is final.
In specific cases, the rent can be indexed, increased or decreased.
